Button to turn off "quick help" pop ups

When the mouse hovers over the editing tools in the GUI, a “quick help” popup automatically displays. It gets in my way a lot. I suppose it’s nice to have clear definitions for each tool, but it would be even better if I could turn these popups off until I need them. Or make it so the popup doesn’t trigger unless the mouse is hovering there for a few seconds.

I would much prefer a toggle in the settings for this feature.

@jmmliberty. This is a great idea. I, too, find them annoying at times. I’ll add this to our internal feature list.
