With non diatonic harmony like this, the first chord is usually percieved as the tonic. Additionally bII has dominant function, which further solidifies the key of B minor. The only advantage of D major would be that there are no supermodal chords in this progression if you put it in that key.
I think it’s usually best to borrow a chord from the closest parallel mode if it’s not available from the parallel major or minor, so I would usually borrow a bII from phrygian. However in this case the F natural in the melody actually justifies borrowing the C major from locrian.
