What key signature is this Tab in?

I have no idea if its D major or B minor because of how it sounds and all the accidentals in it.

Also, should the C major chord be borrowed from Locrian or Phrygian?

With non diatonic harmony like this, the first chord is usually percieved as the tonic. Additionally bII has dominant function, which further solidifies the key of B minor. The only advantage of D major would be that there are no supermodal chords in this progression if you put it in that key.

I think it’s usually best to borrow a chord from the closest parallel mode if it’s not available from the parallel major or minor, so I would usually borrow a bII from phrygian. However in this case the F natural in the melody actually justifies borrowing the C major from locrian.
